Budget Bisoyok Nagorik Morcha” (Budget Alliance Group), a forum with representation of 25 development and rights organizations  organized a press conference on 25 May 2013 at VIP Hall of  Dhaka Reporters’ Unity.They pointed out following demands. Most of the organizations in the alliance have been advocating to prioritize poor and marginalized people’s especially farmers, laborers, indigenous people, physically and mentally challenged, dalits and women’s demand in the national budget process. Sushasoner Jonny Procharavizan-SUPRO as a pioneer organization in budget campaign and advocacy engaging mass people, civil society members, different professional bodies, local government elected representatives, district and national policy makers, facilitating and actively participating as a member organization in Budget Bisoyok Nagorik Morcha.

Ensure Pro-poor and Participatory District Budget Through Structural Reformation

img 1Not bureaucratic centralized way, budget should be participatory, decentralized and pro-poor. Highlighting the demand of ensuring Pro-Poor and Participatory District Budget through Structural Reformation, Sushasoner Jonny Procharaviza n-SUPRO, one of the largest civil society networks in Bangladesh organized its national level seminar targeting the upcoming national budget for 2013-14 financial year.

As the part of its regular process, SUPRO organized its national level pre-budget seminar on May 11, 2013 at CIRDAP Auditorium in the  capital city which  was presided by its honorable Chairperson Md. Mustafizur Rahman Khan and moderated by its former Chairperson and current Executive Board Member Md. Abdul Awal where Md. Arifur Rahman, General Secretary, SUPRO delivered his welcome speech. A demand paper compiling grassroots demands of 45 districts was presented  in the seminar by its Coordinator Kazi Shafiqur Rahman.

In the seminar, highlighting the recent declaration of District Budget by the honorable Finance Minister in a District as pilot basis, demanding the structural reformation of budgetary framework, the key note said that without structural reformation, pro-poor and participatory district budget could not be possible. In the seminar, a model of district budget was also presented by the presenter highlighting the demands of the grassroots people to district budget which was defined through an Action Research in the Tangail District where honorable Finance Minister wished to implement District Budget First.

Speakers at the Press Conference

The government should enact District Budget Law to formulate and implement district-wise budget with the objective of ensuring decentralization and people's participation, speakers said at the press conference organized by SUPRO on 4 April 2013 at Dhaka Reporters’ Unity.
The speakers alsosaid that budget preparation process is centralized and is dominated by bureaucrats, which bars effective participation of people and their representatives. Decentralization is needed for framing and implementing budget, democratic budget. For this the government's desire and commitment is required.
